Members of the Qestir Tribe of Xaela refuse to speak, believing that all words are lies, and that a man's actions are the purest form of communication. Because of this vow of silence, Qestiri tribesmen spend their early lives without the concept of spoken words, never encountering them until they meet outsiders for the first time. Even if they attempted to speak, their words would be inarticulate, having grown up in silence. While there is no direct punishment for a member of the tribe speaking in the presence of his or her people, to do so would see the person in question ostracized, forever branded a liar.

Recently, Questiri tribesmen established a settlement called Reunion to foster trade between all Xaela tribes of the Azim Steppe, as well as with outsiders. The exact reasons for its creation are unknown (and the Qestir will never tell), but it is rumored that the loss of a Questiri child to a treatable illness inspired the act—the Qestir having no means to procure a remedy for the child. They are currently led by Iturgen Khan. The Qestir tend to wear white and grey colors with distinctive cloth masks to cover their mouths.
