Foremost of Limsa's three great pirate powers, the Bloody Executioners are led by Hyllfyr—master of the corsairs and lord of the region's underworld. The Executioners resisted Merlwyb when she outlawed piracy, even going so far as to unite rebellious crews to overthrow the Admiral. Due to the threats posed by the Garlean Empire and the Calamity, however, the pirates ultimately signed Merlwyb's Galadion Accord. In recent years, the Executioners remain a powerful presence, having secured a privateering license from the Admiral to raid Garlean vessels. However, Hyllfyr himself has stepped aside due to his age, and one can find pirates scuffling in back alleys over who is to succeed him.

Not long ago, Captain Hyllfyr allegedly retired from his life as an active pirate, during which he made an immense reputation for himself and even took part in driving off an enormous sea serpent some years ago. Upon his retirement, the Astalicia returned to Limsa Lominsa, but was registered to Mealvaan's Gate as a trade vessel from a foreign land and granted permanent docking at a solitary pier; granted a certain degree of privacy.

The truth of the matter, however, is such a badly kept secret in Limsa Lominsa that it is clear that the true purpose of the ship, and the nature of Hyllfyr's retirement, must be to some degree tolerated by not only its patrons, but the Knights of the Barracuda and ruling government itself.

Hyllfyr did not retire from Lominsan piracy so much as did he assume the unofficial capacity of being its overlord. He named the Astalicia as a so-called Marauders' Guild, opening it to the other pirate gangs as a private gathering area and recruiting ground. In doing this, he has brought all of the gangs under a certain degree of control due to his commanding their near universal respect. Captains of various ships, as well as members of their crews, can often be found in the Astalicia's cabin. In this environment, he has rebuilt his crew anew under the name The Bloody Executioners, who manage the Guild itself.

When The Maelstrom was reformed, and Limsa Lominsa returned to company rule under the Admiral Merlwyb Bloefhiswyn, the pirate gangs were among the minority negatively affected by the new regulation and uniformity. Still, they were able to sway some number to their cause, as few things are treasured more in Limsa than the freedom of the open winds and seas. Many within the Executioners sought to overthrow Merlwyb and install the reclusive Hyllfyr as Admiral, and Hyllfyr himself refused Merlwyb's summons entirely.

One member of the Barracudas refused to let this threat stand. Fully aware of this move's detrimental effect on her standing in the city, but dedicated to see the threat to the Admiral removed, Malin forged a request to meet secretly with Merlwyb aboard the Braveheart, a Barracuda ship. Upon Hyllfyr's arrival to parley, Malin planed to assassinate him; however, upon the arrival of the Executioner's ship, the pirates boarded the Braveheart and began to slaughter everyone aboard.

Feeling that she'd led the Admiral to her demise, Malin cast herself into the sea in shame, hoping to be carried to her death. On board the Executioner ship, however, Merlwyb emerged as the soul survivor of her crew and mercilessly dealt with every member of the attacking crew. With only herself and Hyllfyr standing, she made her final offer: submission or death.

Hyllfyr agreed to Admiralty rule, though this seems to be a secret between the two as, aside from the covert placement of a member of the Maelstrom among his crew, his status remains seemingly intact and the sinking of the Braveheart was covered up entirely. This is likely due to his ability to keep the pirate gangs in check, and thus the alliance is mutually beneficial.
