In order to acquire one of these permits, you must interact with the plot of land you own. Go to the Social menu and look under Housing/Estate Hall and pick Purchase Construction Permit. Going through the different permits will display what the available styles look like on your plot.

When you have bought your permit go to Housing/Estate Hall/Build Estate Hall and click on the permit and your house will be constructed. Small/Cottage permits cost 450,000 gil, Medium/House is 1,000,000 gil and Large/Mansion is 3,000,000.
